I have the honour to acknowledge the receipt of your letter, N 20197/1900, enclosing copy of a des- patch which has been addressed to the Governor of Hong Kong respecting my position and salary as an Executive Engineer on the Praya Reclamation Works.

2. I desire to thank the Secretary of State for approving my transfer to the Fixed Establishment of the Public Works Department, with full pension and

other rights from the date of my first appointment.

3. Might I ask the Secretary of State to be so good as to reconsider the amount of my salary, in view

of the fact that my name did not appear on the Esti-

mates when the new incremental scale of salaries was

approved by him.

4. The causes that led to the recent petition

for a general increase of salaries are operative in my case, and their effect is fully felt by me. Ry the

new incremental.scale every Engineer in the Public

Works Department benefits, excepting me. I am in-

formed that Mr Mudie has been drawing $300 a month

since 1st January, 1900, and I think I may reasonably

seek to maintain my relative position in the Depart-

ment.
